Word is automatically renumbering my sections

I have a proposal that is set up with different sections that are hyperlinked
to a table of contents, i have had to renumber the sections and for some
reason when i print it renumbers my sections to all start with a zero, i.e.,
0.1 intro, 0.1.2 subtotal, does anyone no why its doing this.
