word document scales, but I don't want it to

When I view my word document in "print preview" mode, it shows an
unreasonably wide margin on the right side and bottom (2.5 or more inches)
when I have set up for .75 margins all round. The typeface appears to be a
little smaller, too. It prints out with those wide margins as well. This
appears to be a scaling error, but I can't figure out how to solve it. In the
"zoom" area of the "print" menu it says "no scaling."

Almost certainly this is Word 2002 or 2003 and the document contains tracked
changes or comments. Word is allowing space for the "balloons."
