WORD as E-Mail Editor

One of our users likes WORD as the E-Mail Editor in
Outlook. Even though he can use it on new messages, if
he replies to the message none of the toolbars show up.
I have used WORD as the email editor on my machine with
no problems - works in new mail as well as replies.

Suggestions?
