Word and outlook not saving configurations after restarting

Hi,
Word 2007 - I make a customized toolbar and if I shut down my PC and start
it back up again - I no longer have my customized toolbar - I have recreate
it every time I restart my PC
Outlook 2003 - When I restart my PC, my "TO" field does not complete when I
start typing in a previously used address?? Although it does auto complete
untill I shutdown. In the advanced email options "Suggest names while
completing To, CC, and BCC fields" does stay checked.

How do you make a customised toolbar in Word 2007?
