Microsoft's definition of the word 'Exit'

I know this seems a strange question to ask, but I find Outlook repeatedly
refuses to exit when I select File/Exit. The application *appears* to close,
but 1) Task Manager shows that it is still running, and 2) preset reminders
suddenly appear when they are due, and when I open Outlook, all post has
already been downloaded to my PC (it is on 24/7). If I happen to shut down my
PC overnight, when I power up and open Outlook it usually takes some time to
download all my post.

I was under the impression that 'Exit' means CLOSE the program COMPLETELY -
not 'just hide it, but keep it running secretly in the background and hope
no-one notices'. If I 'close' Outlook and then shut down the PC, Outlook
complains upon restart that a 'data file was not closed properly in the
previous session, and will now be checked' - which is annoying, not to
mention possibly dangerous (what happens if Outlook cannot repair the data
file?) I don't want to risk data loss, but WHY will Outlook not shut down
completely when instructed to? How can I solve this issue? Does Microsoft use
a different dictionary to the rest of the world?

Exit does exit the program, unless an add-on is keeping it from exiting.

Try killing Outlook and starting it in safe mode with Start - run - outlook
/safe and see what happens if you go to File - Exit.

Probably the most common thing to leave Outlook open is a sync application,
usually blackberry desktop sync, or, iirc, a search app.
