Can the Word 2007 Find command be set to default to highlight mall instances
of a string?

Word 2007 can apply reading highlight to all instances of a string, but
there is no mechanism for making it do that automatically by default (you
could probably write a macro to achieve that result). With the Find dialog
on screen, click Reading Highlight and choose Highlight All. You can use
Clear Highlighting to later clear it, or just about any editing action turns
the highlighting off.
