Word 2003 SP2 -- Format>Bullets and Numbering

Issue is related to Format>Bullets and Numbering and it seems a simple 'fix'!

I have an old document created by a previous user under Word 97/2000, maybe
even 95 that I've worked with and even saved before but not done any 'Bullets
and Numbering' until now.. It's about 13 pages in length with quite a few
points (numbered items). Currently, there are no sub-points.

So, in an effort to streamline this, I'm providing points/sub-points and
sub-sub-points. Similar to 1; 1.a and 1.a.i. I've done this many times
before and it's always been very easy to do.

Now however, whenever I press ENTER to create a sub-point I get a new line
and then the next incremental number and not an alphabetical character. I've
tried the Format>Bullets and Numbering approach, including restart and I'm
getting these types of results:
1) Pressing ENTER provides a new line with a new number
2) Selecting the new line/number just generated and Format>Bullets and
Numbering to have an alphabetical character, such as 'a' under item #3,
generates ALL alphabetical characters BELOW where I'm at including some
reformatting. I've got the Tools>Options>All formatting text turned on.

There's a nuance here that I'm missing.

Suggestions and ideas would be appreciated as this seems like one of those
real simple issues but after working with this for about 30 minutes it seemed
I was repeating what I already knew.

Hit enter and then tab to enter a sub-bullet that is properly numbered. When
you're thru entering sub or sub, sub bullets, enter and shift tab will take
you the other way (called demoting and promoting when working with outlines).
