word 2002 header issue

open a new blank word document and header takes up half the page - as such
the cursor start half down and won't go up. also opening some existing
documents seems to create randomly sized headers. the footers are all fine.
i have tried dragging the bottom marker in the side ruler, but if it does
anything it makes the header fill the page, rather than smaller......
 
The problem could be the vertical alignment setting:
Select File > Page Setup > Layout tab. Make sure “Vertical alignment†is set
to “Topâ€. Then click the “Default†button to change the setting in your
Normal.dot template.
