Won't shutdown or restart

When I try to run shutdown or properly restart my
computer, it simply thinks for a second, then does
nothing. I tried running shutdown.exe manually, but it
does the same thing. Any help? I'd hate to have to
continue flipping the off switch everytime I want to
restart.
