Won't Shut down

I just upgraded ME with XP, it worked for a few days, but
after cleaning up the Welchia worm and re-installing
Norton AV PE 2003, my computer will not shut down or
restart with the Start Menu. Have to go into the Task
Manager and shut down through it.
