Won't shut down!!!

I finally decided to make the move from Win 98 to Win XP.

I must say I'm not off to a very good start at all.

My computer will not shut down from Win XP.
It re-boots immediately after power turns off.

I read posts related to this and went into My Computer (right-clicked)
Settings/Properties/Advanced etc. and UNCHECKED the box that says
're-start on error'.

It didn't help.

Can anyone please give me guidance here?

If you don't know the fix could you please answer these questions.

Can you shutdown Win XP the same way that I've been shutting down Win
98 for the past 8 years?
That is, can you bring up a screen that says "It Is Now Safe to Turn
Off Your Computer"?

That screen saying it's now safe to turn off windows should not appear in XP
if ACPI or APM is activated.

Are you sure your computer is capable of running XP? Did you run the XP
upgrade advisor? Do you have XP compatible drivers for all the hardware?
Did you do a clean install or an upgrade? What is the system configuration,
memory and # of hard drives and drive sizes?

Rock I'm investigating with the MB manufacturer and the PSU
manufacturer.
It looks like my only hope is with Microsoft and that's where I can use
your help!

Can you PLEASE tell me how I can de-activate ACPI (I haven't seen any
mention of APM in Windows).
Win XP is indicating several ACPI drivers loaded.
If de-activating ACPI will allow a "Now Safe to turn off Windows"
screen to appear, then that will be good enough for me!!!
Please tell me how to do this.

Did you run the XP upgrade advisor? It's a brand new system with a fresh Win XP.

Thanks Rock, there are _many things to look for on that site, but
nothing jumped out as being obvious.

Let me give you a little more background.

My CPU case is located in the next room. The cables are routed through
the wall.
Only a monitor, keyboard and mouse are in my computer work room.

For the last 10 years I have been turing on/off my Win 98 computer
using a power bar.
I'd like to do the same now with my new computer and Win XP.

I asked a very savvy tech guy on another forum (he does computer
reviews etc.) whether I can still do this.
He said: "Sure. Just turn on the power supply switch, go into your BIOS
and set the Power Failure setting to ON."

Here's what happens when I try that:
I turn on power bar and computer boots up perfectly.
I shut down Win XP and the computer powers off for less than one second
and the re-boots!
Now I'm am stuck in an endless loop.

If I go into the BIOS Power Failure setting and select OFF here's what
happens:
I turn on the power bar and must push the Power button on the case's
front panel.
Computer boots up. Now I can shut down Win XP with no problems.
Time to boot up again.
Turn on power bar. No boot up.
Must press power button at front of case and even sometimes the On/Off
switch on the power supply!

Software unique for each type motherboard is configured in HAL. The
motherboard manufacture must have provided Microsoft with the software
unique to their motherboard. However many inferior motherboard
manufacturers, instead, declared the motherboard only for Windows
9x/ME. Therefore Windows NT OSes do not have code unique for that
motherboard.

Well, does the motherboard manufacturer specifically state the board
is good for NT (and 2000 and XP)? If not, then probably no HAL code to
tell power supply controller to turn off power supply.
