Won't Shut Down

Working with Win XP-Pro, when trying to shut down, after having closed all
windows then try to disconnect the adsl which quite often am unable to do.
Then try ctrl-alt-del and click shut down - system goes only as far as
Saving Your Settings and then hangs - then have to shut off the computer
with power switch which I'm sure isn't a healthy practice - any advice
welcome!
