Won't Restart on Installation

After I do the initial setup of windows XP and it says it will restart it
turns of and comes back on but never leaves the black screen that says
something about detecting DMI pool data..... can anyone help me, this is very
frustrating.

This is no Windows issue as the computer does not run Windows at this
time. There is a problem with the hardware of the PC.
