Won't automaticly go into stand-by

I have been having a problem with my computer not going into stand-by, in
power options I have it set to go into stand-by after 15 min. of inactivity.
It has worked in the past and nothing has changed. Have had this problem
several times before and have always been able to fix it using system
restore but this time system restore was corrupted and it won't restore to
any of the restore points.
Stand-by works ok if I manually put it into stand-by.
Has anyone else had this problem?

Jim:

This could be a variety of things ranging from "screen savers" to CPU
activity of services in the background. It will not go to standby with CPU
activity running.

Google for "standby" + "CPU" or "activity" and there's quite a few URL's on
it, with the accompanying Microsoft articles.
