can anyone tell me exactly at which time of booting the wmi gets
loaded. to be precise, whether it gets loaded after typing the
username and the password or before that.

Before. WMI runs as a Service and should be started fully prior to
user logon. It is usually one of the last things to start after
drivers and other services. YMMV
