How do I set up Outlook to send emails even when I'm using someone else's
wireless Internet connection, but I don't know his/her outgoing server (SMTP)?

If your own/usual ISP has an SMTP server you can authenticate to in your
account settings, you can probably use it anywhere you go.

You don't need to know the other person's outgoing server. You need to
continue to use yours and properly authenticate to both the ISP you're using
and the mail servers you're using.
