WinXP - Taskbar Tool Tip Problem

Occasionally the Tool Tips for my Taskbar icons ([Start] & Quick
Launch) appear _behind_ the bar making them unreadable.

A quick-fix (temporary) is to resort the [Start] menu (got this from
MS Support groups).

Is there a Registry entry fix?
 
I have the same program. Mine is like this :
Sometimes they appear correctly, specially after boot.
When something is wrong, they will not even appear behind the taskbar if taskbar is
not focused by clicking on it.
I mean normally you just hover an item even if the focus is on a window, the tooltip
will appear but when something is wrong they will appear behind, only when taskbar is
focused.

Amazing, i am wondering how can going to [Start > All programs and clicking "Sort by
name"] be related to taskbar but at least it fix that for sometime.

This problem is caused by a bug in Windows that causes the taskbar
tool-tips to lose their "topmost" window style and be covered up by the
taskbar. Microsoft has acknowledged that this bug exists, but they have
not fixed it.

Tool Tip Manager was written specifically to fix this annoying problem
by processing taskbar window messages and resetting the "topmost"
window style for tool-tips as needed, automatically.
