WinXP SP2 Setup Error "Do not have Permissions"

I have clients on an Active Directory Domain that can not install SP2. None
of them can including myself. I am the domain admin and I have tried
installing as the local admin, Me, and the domain admin account.

I get "You do not have permission to update Windows XP. Please contact your
system administrator."

I disabled antivirus as well and still get it. Now, if I disjoin the
computer from the Domain I still can't install SP2. However if I do a fresh
install of Windows XP on the same system I can install SP2.

Please help me out.

I made a OU called XPsp2 Install. Made a group in the OU XPsp2 Install
called XPsp2 and put my machine in it. Then made the Group Policy and
package install. When I boot up my system and log in nothing happens. I
check the task manager and I don't see update.msi start at all.
