Is there a way in which a "shutdown log" can be obtained to help diagnose
what might be causing a shutdown to hang?
I know that there is diagnostic information that can be obtained to diagnose
startup issues. Thought there might be a registry setting that would help
collect more information for shutdown problems.

Try this solution and see if it resolves your problematic shutdown.
