Why is it that some users cannot do some things, like changing wallpaper,
even though they are members of the local adminictrators group?

There's not much detail in your question - I will go with "group policy
settings passed down from the domain based on OU membership" for $100.
 
This is on a local computer. Not a member of any domain. In one instance all
of a sudden I went to install a modem, and it did not let me, even though I
was a member of the local administrators group. I had to log out and log in
as the local administrator, then I was able to install the modem.
Any suggestions would be greatly appreciated.
