WinXP Pro -- Task Manager Does Not Work

In addition to my other Remote Call Procedure problem, my
Task Manager no longer works. When I press CTRL-ALT-DEL,
it will pop up for less than two seconds (or sometimes
not at all) and then immediately closes. Any help?
 
Umm. Right. Can i get a clearer explanation, like a
setp-by-step thing? I really have no idea what you told
me, sry :)
