WinXP Pro SP2 Windows Installer

When i try to download Windows Installer 3.0 a message appears that says

Setup has detected that the Service Pack version of this system is newer
than the update you are applying.
There is no need to install this update.


Then when i try to download XP SP2 Platform SDK, i get this message.

The Windows Installer Service could not be accessed. This can occur if you
are running Windows in safe mode, or if the Windows Installer is not
correctly installed. Contact your support personnel for assistance.


What can i do to fix this? Do i have to contact Microsoft through technical
support, go back to the place i got it from, or can i fix this at home? Does
it cost for technical support, or what things will cost money from them?
