Add or remove problems

When I tried to remove a program so I could download the new version from a
web-site this is the message I got ...

The Windows Installer Service could not be accessed. This can occur if you
are running Windows in safe mode, or if the Windows Installer is not
correctly installed, Contact your suppert personnel for assistance.

What do I do to correct this problem?

Sorry to say that didn't help it said the service pack I just downloaded
today was newer than that so it wasn't needed.

What programme are you trying to remove?

Did you trying removing in normal mode?
