WINXP Pro, SP2: Monitors going to sleep regardless of settings

We have older Dell GX1 systems going to sleep mode after 20 minutes of idle
time. Our local IT guy and myself both have checked in both the CMOS
settings (Some know this as BOIS settings), which it's been disabled there,
and also in the power settings, which it's set to go into sleep mode after 5
hours, not 20 minutes. Hibernation has also been disabled on these systems.
Screen saver is set to 20 minutes, but even when we disabled the screen
saver, these same monitors would go to sleep after 20 minutes.

One GX1 system is only up to SP1 of Win XP for the OS due to HD space being
very limited and it's not having this problem.

All of the other GX1 systems that has this issue has WinXP Pro, SP2 on them.
We haven't had this issue when these same systems when they had W2K Pro, SP4
on them. Other GX1 systems still has W2K Pro, SP4 on them and they also
don't show this issue.

This is very frustrating as the monitors takes a long time to come up, which
even though I'm not having to deal with this issue on a regular basis, it
can very well impact my production numbers indirectly cause after the
operator moves the mouse to bring the monitor back up, the operator may go
right back to taking care of things at the machine center, hence, the
reporting may not take place on a timely basis, so the times on the reports
may be off due to such issues.

Apparently, to resolve this issue, one must not only have the user in the
administration group on the system to make any sort of adjustemtns as that's
a requirement anyhow, but when this happens, one must momentarily change the
power setting to something else, apply it, then set it back to the desired
setting on the system.

I'm about as dumbfounded as anyone else would be as to why this would have
to take place cause should have this setting been recorded in the location
that the system is going to as to determing when to go to sleep? I'm
assuming this location is within the registry settings.

If that is the case, then why would such a setting be recorded in 2
different places, one for the interface that the user sees and the other for
the system to refer to?
