WinXP Picture & Fax Viewer EXE File

Would anyone know the name and location of the Executable file that runs
Windows Picture And Fax Viewer in XP Home?

I have the IntelliPoint 4.1 Mouse driver that allows me to assign different
mouse button commands for different applications.

It would be nice to configure the scroll wheel to index to the next photo
when rotated (instead of zooming in/out).

It appears that Picture & Fax Viewer is a feature of the Internet Explorer
application, but I hope that there is something else I can attach this
button configuration to. IE, of course uses the scroll wheel to move
up/down a web document and I don't especially want to mess that up.

Go into Control Panel, click the mouse icon, and change the properties of
the wheel and buttons on your mouse. That is the better way to control the
behaviour of those features on your hardware.
 
OK... gosh, please allow me to re-word my question.

I access the IntelliPoint 4.1 Mouse driver through Start>Settings>Control
Panel>Mouse.
On the "Buttons" tab, at the lower left corner, there is a check box "Enable
Program Specific Button Settings".
When I put a check in this check box, I am then directed to select the
program "EXE" executable file in which I want to assign a different set of
mouse buttons settings to.

The Mouse driver is looking for the "EXE" file associated with the program
to assign the buttons settings to.

Therefore, Would anyone know the name and location of the Executable file
that runs "Windows Picture And Fax Viewer" in WinXP Home?

It isn't an executable - it is the shimgvw.dll library file, run by
rundll32
Command in registry for the file association would be
rundll32.exe C:\WINDOWS\System32\shimgvw.dll,ImageView_Fullscreen %1
