WinXP is hanging during login...?

When my server boots into windows it hangs at the login
screen saying..."Loading your personal settings" it stays
there for about 5-10mins before the screen saver kicks in
then the desktop will appear. I've turned off all startup
apps and even reinstalled windows on top of the old setup.

Check here to be sure that only explorer.exe is listed for Shell:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon
