WinXP doesnt always turn monitor off!!

Recently, after the screen saver turns on the monitor
(NEC FP2141sb) stays on and the screen saver doesnt turn
off. I can change the settings for the time that the
screen saver and turn monitor off and it will usually
work for the first time and then after that, it only
turns the screen saver on and leaves the monitor on til
the mouse is moved.

I have WinXP will all updates, NEC FP2141sb, Abit IC7, P4
2.4b, 1024 PC3200, ATI 9700 Pro, etc. Any ideas?
