can i pull off my usb camea and/or reconnect it while xp is up and running?
or should i shutdown and do it?

Yes you can hotswap USB devices meaning you don't have to shutdown your
computer first. There might be an icon in the systray to click and then
select the option to stop the device before unplugging.

Yes. Make sure you don't have any folders or programs with anything from the
camera running at the time, or they won't be happy.
