Winsock Error 10091

When I start up some programs they always return a Winsock error [10091]: Network SubSystem is unavailable. It's not the programs themselves, I tried to reinstall them all, and it still didn't work.

I checked all those, they didn't seem to work, isn't there a program that will fix it automaticlly or show me how to do it?
