Winsock error 10048

Just lately I have been getting the this error message ---

Windows socket error: Only one usage of each socket
address (protocol/network address/port) is normally
permitted (10048), on API 'bind'

---------------------------
Its not intrusive as it just sits in the background and
doesn't seem to be a problem at all, until I go to close
down IE that is and I've got about 50 of the things
to 'OK' to clear, and that's after only about half an
hour online. Any help to get rid of this nuisance would
be appreciated.

I would check for virus infection and parasites.
