windows sockett error????

I have windows xp home and have twice had to reformat
hard drive because when i log on to internet a window
will pop-up and at the top of the window it says
Explore,then in the window it reads window socket error:
only 1 usage of each socket address(protocol/network
address/port)is not permitted.10048 api "bind"then a
bunch of windows start popping up uncontrolably usually
30 to 40 then it closes down the whole program leaving no
windows at all.have no idea what it is or what to
do.please help!!

Go to start>>run>>msconfig
Go to the startup tab
Look through the list.
Do you see: shellapi.exe?

If you do, you have a trojan that is causing your error.
