When trying to install WINS on Windows 2000 SP4 server I get the following
error message:

One or more services for the Windows Internet Naming Service (WINS)
component took more than their allotted time to start. Installation will
continue, but services will not be available until they have started
completely.

When I remove it I get this message?

One or more services for the Windows Internet Name Service (Wins) component
could not be stopped due to error 0x8007041c. Removal will continue, but
this compoenet will not be able to be installed again until the computer is
rebooted.

Any ideas ?

You might find some valuable information that could point you in the
right direction by looking in the event log (eventvwr.msc).

Also, check that all the dependant services for WINS and their dependant
services have started and are running. (Services.msc and Net.exe start
respectively)
