"Winnet" Error Message

Please help. This error message keeps popping up every 2
minutes and will not ever go away. I have shut down 2
times and it still is coming up. How does one get rid of
this annoying message. Please advise before I explode.
I have tried to delete it 200 times this morning.

what did you have for an operating system? where did you find this winnet?
what is the path for this winnet?
