winlogon.exe= 99% CPU usage? WTH!?

I'm wondering why is it that the "winlogon.exe in the
task manager shows that it is using 99% of my CPU. This
mainly happens when I run a program. I can tell when it
happens because the programs that I launched start to run
extremely slow and unstable. Also, sometimes my computer
will just lock up when this happens. I need to know how
to stop this. Any and all help will be greatly
appreciated. Thanks.
