Winloginproxy problem

Hi

my XP Pro PC is running very slowly and sometimes just freezes when I am on
the internet.

When this happens and I open task manager a program called "Winloginproxy"
is running
with the most RAM.

I have Goggled it but got a lot of contradictory information, can someone
here help me to
understand what it is and what I can do about it?

BTW it is not "winlogon"
