I'm getting a pop-up message on a regular basis to connect
to this website

http://www.windowspatch.net/

and download a patch. Is this a valid site, or will it
cause me even more grief? I'm reluctant to download
anything without being absolutely certain beforehand.

The only reliable source for Windows OS patches is the Windows Update site,
which can always be reached from the Microsoft homepage www.microsoft.com.
The behaviour you're describing screams of a malicious site attempting to
download a Trojan or a virus to your computer. I would recommend running a
full virus scan and spyware detection scan (using AdAware or SpyBot, both
free downloads) to ensure that your machine is virus-free.
