hit the wrong button.
If I buy Windows XP (not professional) can I install it
over Windows XP professional? Thus making Windows XP the
operating system or do I have to delete Windows XP
Professional? How would I delete Windows XP Professional?

1) Expect SPAM in that EMAIL address and Microsoft does not send patches via
email.
2) You cannot upgrade XP Professional to XP Home. You can WIPE the
drive/partition of all information and (having lost all data), install XP
Home. I am unsure if the other XP's (Media Edition/Tablet Edition/64Bit)
would be able to "upgrade".

You would delete it by booting with your new XP Home (whatever) CD and
following through like you were installing (you are) and when it asks what
partition to put it on, DELETE the partition and CREATE a new one and
install.

ALL DATA WILL BE LOST (that you don't backup.)
 
One cannot upgrade from Windows 2000 to Windows XP Home.
Only Windows XP Pro "retail upgrade version" can upgrade over Windows 2000.
You'll need to perform a "clean install".
