Volume License for Windows XP

Where can I buy a volume license for Windows XP Professional? My business has
15 machines that need to go from Windows XP Home to Windows XP Professional
so that we can benefit from the machines being in a domain rather than a
workgroup. We have proprietary software that our database runs on that is not
compatible with Windows Vista.

You should contact a Microsoft licensing specialist for advice:

You will find that they don't wanna know about 15-user sites, only
corporates. Plus, the costs/time/hassle of this route are horrendous,
especially as joining a domain will mean re-creating all of your userprofiles.

An alternative that allows Home to have a proper network logon:

Why is it that you can purchase as few as 5 licenses in VLM then?
Recreating profiles after joining a domain is a pretty simple task, maybe
you need a new line of work?
