I currently am running windows ME but have been thinking
about switching to XP. My question is this---windows ME
used FAT32 file system. Can I purchase Windows XP Upgrade
and switch to using NTFS file system?

Yes, XP provides a method to convert FAT32 files to
NTFS. Backup your documents in case.
