I lost my copy of Windows XP Home CD and I am trying to
do a new install. I have my Cd key # on my PC, can I
download a copy from the internet.
 
You'll need to find a friend that has an OEM copy of XP Home. You can use
that with your key to install XP.

He has a LEGAL key on his computer. He can borrow a CD from someone.

He didn't ask if he could download a pirated copy of XP with a key generator
so he can install an illegal copy of XP on his system.
