Windows XP won't start after profile adjustment.

I was running Windows XP Home Edition and had two seperate profiles set up on
my PC. I was having difficulty installing Flash Player updates on the
secondary profile so I set the profile permissions to allow full installation
permission on the second profile. After dooing so the computer will not start
any longer. It gets to the Windows XP splash screen and goes no further.

This PC came with the XP preloaded and no Windows CD-ROM. My question is, is
there any method of fixing this issue without a Windows XP CD-ROM or will I
need the disc to reinstall or repair the program? If a disc is needed does
Microsoft provide these to preinstalled OEM software or will I have to buy a
complete new version?

I would be very thankful for any assistance.

Try booting into SAFE MODE (Press F8 on keyboard continuously during reboot,
after initial POST screen) and change the permissions back to where they
were before you played with them... Might work, might not, but it's worth a
try.
