Windows XP won't shut down (doesn't lock up either)

I have a problem with one XP computer where it doesn't respond to the
shutdown command. If you click on start and select shutdown or restart,
nothing happens. You can continue using the computer as if nothing was
going on. I tried opening up the command prompt and typing "shutdown
-r" and it doesn't do anything either. It just accepts the command and
sits there. I can see the shutdown.exe process running in task manager
and it's not using any CPU. This is a pretty stripped office
workstation with nothing running on it except Panda Antivirus.

Any ideas?

One more thing to add, CTRL+ALT+DEL doesn't do anything either. I have
to manually run taskmgr from the start menu to open Task Manager.

try this: go back to the command prompt & type:
chkdsk & then press enter, then when it finishes
type y for yes & then reboot computer. if that doesen't
work then click start then click run & type: /scannow
then press enter.
