Windows XP won't load

I have been unable to start Windows XP. The computer reboots before Windows
starts properly. I contacted technical support of my manufacturer, and was
instructed to repair the Windows XP installation. Now, not only does Windows
not start, I can no longer access Safe Mode, as trying to do so gives the
error Setup will not function in Safe Mode.

How can I fix this please?

I have followed the instructions for doing a repair install; unfortunately
the install will not complete as the computer keeps rebooting - the same
problem I was having before. I don't think Medion tech support should have
advised this from the outset, as I have since seen kb articles that would
appear to address the problem. Instead, matters seem to have been made worse.
