Windows XP wont let me reformat 2nd hard drive...

I have 2 hard drives and want to reformat my 2nd one. The
problem is windows says "Quit any disk utilities or other
programs that are using this drive before i can reformat",
but I have nothing on the drive. Can someone please help
me out.............THANKS
 
If you're running Norton's system works, you must uninstall that first.
Windows should then let you format 2nd drive.

Make sure your page file is not using this drive.
See System control panel, Advanced, Performance, Settings,
Advanced, Virtual memory, change. It should be blank for D:
but set just for C:
