Windows xp will not run after sp2 update

My wife has a Dell Dimension 4400 running xp, no service pac. I tried to
update machine with sp2 but machine just keeps restarting. I even put my
harddrive in her macine and tried to boot from it but machine still just
keeps restarting. From what I read I need to update the bios but I am not
able to format a floppy disk in either machine. How can I create a bootable
floppy or cd in xp so that I can update the bios if that is my problem
