Windows XP will not recognize any programs...

You can click on Internet Explorer, or anything, and it will say that the file is not found.

This happened after loading in a Windows Hotfix. It may be in conflict with Norton Antivirus 2004, but it's hard to fix that problem when "the file cannot be found" no matter what you click on. You can't even use add/remove programs.
 
Use System Restore to a point where the hotfix was not installed. Jym
