Windows XP will not open windows 98 files

A clean install of windows XP will not open password
protected files on a windows 98 system. These machines
are on the same subnet.

Untrue. I have shared folders with PWs on W9x PCs and my
XP HE PC has full R/W access to those folders as mapped
network drives.
