Windows XP will not Boot!

My problem is driving me insane. Last night, I
installed Doom 3. I installed it with directx 9.
Afterwards, it prompted me to restart, so I did. Up until
this point everything worked fine. After restarting
however, once I got past the Windows XP Professional boot
up icon, and too the welcome screen, I got an error
message stating something to the effect of 'Windows was
unable to accurately check your software for licenses'. I
clicked 'ok'. Next, it brought up my profile, which it has
never done. Normally it just boots straight to my desktop
automatically. When I click my profile, it kinda lags
there for monent and then brings up another message 'Run
Time Error. I rebooted several times, even trying it in
safe mode. Oddly enough, I was somehow able to boot up to
my desktop one time, but when I tried to open some
programs, it would tell me there was not enough 'quota' to
complete the initialization, or that file does not exist.
This computer is very new, and if anyone could help you
would make my unmeasurably happy.
