WINDOWS XP will no go to desktop from WELCOME screen

Hi All
My problem is my Acer Aspire 1360 Laptop loads to welcome screen the returns
to BIOS. I have tried to access desktop through safe mode I get the message
(WINDOWS XP SETUP CANNOT RUN UNDER SAFE MODE SETUP WILL RESTART NOW.) All
the other modes are the same. Have tried a repair install no change. Have
checked HDD in my other laptop works ok. Also tried Chkdsk which found one or
more errors not sure if these where corrected.
The last thing I tried was to try the Recovering userinit.exe using the
commands D: ENTER CD 1386 ENTER I got this far and got the message THE SYSTEM
CANNOT FIND THE FILE OR DIRECTORY
SPECIFIED.
Running out of ideas any help please

Install xp cd,boot pc to xp cd,select recovery console,select 1 For C: Press
enter for password,type:Fixboot Agree,type:CHKDSK C: /R Once thru,
type:EXIT
