I am trying to install the Windows updates.

I go to 'Start'
I choose 'Windows Updates'
I chose the updates I want to install on my laptop.

When the agreement screen comes up, the window isn't big
enought to show the 'I Agree', 'I do not Agree', and the
window doesn't have a scroll bar for this screen. Has
anyone else encountered this problem and what did you do
to correct it?

Buzz;
Right click the Desktop, click Properties.
Click Settings tab, click Advanced button.
Set DPI to 96 dpi
Or press Tab key.
